The CODECS project has released a policy brief that introduces a conceptual framework for promoting sustainable digitalisation in agriculture. The framework emphasises that digitalisation is not just about adopting new technologies, but about ensuring that these technologies are integrated into socio-economic life in a way that promotes well-being, reduces inequalities, and improves the health of ecosystems.
Three levels of digitalisation
CODECS framework highlights the need to consider the costs and benefits of digitalisation across three interconnected levels:
- Level 1: Business processes, where individual farms and businesses adopt digital technologies to improve efficiency and profitability.
- Level 2: Digital ecosystems, which encompass the broader networks of organisations, infrastructure, and resources that support digitalisation at the farm level.
- Level 3: Socio-ecological systems, which consider the long-term impacts of digitalisation on society, the environment, and governance.
Each level represents an increasing scope and impact of digitalisation. As we move from the individual farm to the broader ecosystem and finally to the societal and environmental level, the complexities and potential consequences of digitalisation become more apparent.
Policy recommendations for sustainable digitalisation
The CODECS framework argues that effective policies for sustainable digitalisation must be tailored to each level.
- At the business process level, policies should focus on supporting farmers’ adoption of digital technologies by addressing their needs, improving their capabilities, and ensuring they have the necessary resources and skills.
- At the digital ecosystem level, policies should focus on fostering collaboration, data sharing, and the development of robust infrastructure and support services.
- At the socio-ecological system level, policies should consider the broader societal and environmental impacts of digitalisation and ensure that digital technologies are used in a way that aligns with sustainability goals.
The key takeaway from the CODECS framework is that achieving sustainable digitalisation requires a system thinking approach. We must consider the interconnections between different levels and the potential for unintended consequences. By understanding these complexities, we can develop policies that harness the power of digital technologies to create a more sustainable and equitable future for agriculture.
