CODECS released a policy brief titled “Digital Ecosystems for Sustainable Digitalisation of Farming“. The document provides a strategic roadmap for improving the collective capacity of European agriculture to adopt transformative digital technologies.
Insights from 19 European Living Labs
The policy brief, authored by Rosa María Heredia Hortigüela and Cynthia Giagnocavo from the University of Almería, draws on a comprehensive analysis of 19 CODECS Living Labs (LLs) across Europe. These Living Labs represent diverse networks of farmers, stakeholders, and technology providers working together to solve emerging agricultural challenges.
By studying these ecosystems, CODECS defines Digital Ecosystems (DEs) as dynamic environments where digital, socio-economic, organisational, and knowledge components interact. The analysis focuses on “conduciveness” (the extent to which an environment supports the growth and adoption of digital solutions) and “digital readiness,” which is a farmer’s ability to effectively utilise these tools.
A multidimensional analytical approach
To understand these complex systems, the brief utilises two core analytical frameworks:
- Socio-ecological systems framework (SESF): Based on Elinor Ostrom’s work, this captures the interrelations between actors, governance systems, and resource units.
- Resources, capabilities, collaborations, and innovations (RCCIs): This perspective focuses on the tangible and intangible assets and skills required for sustainable digitalisation.
The findings highlight that while digital tools offer immense potential, progress is often hindered by fragmented governance, limited digital skills, insufficient infrastructure, and financial constraints.
Five policy priorities for the future
To overcome these barriers and align digitalisation with the project’s vision of sustainability, the brief outlines five key policy priorities:
- Strengthen digital ecosystem foundations: Investing in robust rural IT infrastructure, including broadband and open-source interoperable standards to reduce provider dependency.
- Empower human capital: Expanding digital literacy and data management training within Agricultural Knowledge and Innovation Systems (AKIS).
- Enable inclusive governance: Creating participatory models that involve farmers in co-design and ensure transparency in data ownership.
- Foster innovation and financial accessibility: Developing blended finance and grant schemes specifically for SMEs and smallholders.
- Align digitalisation with sustainability: Promoting technologies that minimise inputs and emissions while integrating environmental indicators into digital programmes.
Towards a sustainable roadmap
This policy brief serves as crucial evidence base for building more resilient and equitable digital ecosystems. By aligning resources, capabilities, and governance, CODECS aims to ensure that the digital transition in European farming is not only technically effective but also socially acceptable and environmentally sound.
